FAMI 2014-2020: LITERACIES AND LANGUAGES FOR CITIZENSHIP: EXPERIMENTAL PATHS FOR THE INCLUSION OF

In accordance with the strategic planning and development lines identified by the Tuscany Region on the topic of linguistic training for foreign citizens, Oxfam Italia Intercultura intends to promote the establishment of a regional territorial network with those subjects who, through experience and competence, can contribute to the definition of a joint proposal on the topic of civic linguistic training in response to the notice Experimental civic linguistic training services - Objective 2 - FAMI 2014-2015.

The general strategy is to propose a system project at regional level that promotes the networking of subjects and services aimed at citizens of third countries for the provision of experimental language training courses complementary to the programming and offer promoted by Region and the Provincial CPIAs present in our territory.



The main elements that will characterize the proposal are:


- involvement of vulnerable targets to promote their inclusion and exercise of active citizenship;

- capillarity of interventions to respond to specific training needs even in territories that are usually "more discovered" from the point of view of training provision;

- experimentation with innovative paths for the linguistic training of vulnerable targets through the development of participatory teaching methodologies;

-strengthening of the territorial network with a regional dimension capable of promoting synergies between skills and resources of the private social sector present in our territory;

-systematization of an innovative and experimental language training model for vulnerable targets


DESCRIPTION OF PROJECT ACTIVITIES

The project proposes a systemic action by adopting an innovative methodology capable of networking different territorial realities and private social subjects according to a logic of complementarity and integration with respect to public programming (Region and CPIA) of language training for foreign citizens. The project proposal will be structured around three pillars:


Accessibility: understood both in the sense of encouraging greater communication and dissemination of language training opportunities and as an effective exchange and sharing of experiences, projects, events, teaching materials between the various actors.


Inclusion: taking into account the changes in the migratory scenario, it seems clear to develop a linguistic training offer for "vulnerable" and/or specific audiences such as the illiterate or people with various hardships.


Networking: the territorial framework on language training appears fragmented - although rich and articulated - sometimes characterized by mistrust, fears and small conflicts between the various subjects operating in the same territory. Experience teaches that the objective of "bringing into a system" the positive things that have been experienced can only materialize through a path created by a set of different actors, intelligences, motivations, interactions and skills connected to each other.


The project involves a chain of 3 actions that intervene on multiple levels:


LEVEL OF LANGUAGE TRAINING WITH EXPERIMENTAL APPROACH FOR VULNERABLE USERS;


LEVEL OF SERVICES TO FACILITATE ACCESS FOR VULNERABLE USERS;


TERRITORIAL NETWORK LEVEL AND INSTITUTIONAL CONNECTION;


Given the size and regional impact assumed by the project, the extensive and articulated composition of the network of partners involved and the peculiarity of the activities envisaged by the project, it was necessary to develop an organizational model capable of guaranteeing maximum control of all processes through the identification of specific roles and functions that each partner will assume depending on the skills and experience gained and possessed. The selection process of partners and human resources was carried out already in the planning phase during specific meetings in which the criteria for the attribution of the different roles and responsibilities were shared with the 24 third sector entities involved. The project organizational chart includes 1 leader, 4 large area coordinators, 20 local partners and 20 supporting entities, 1 analysis and evaluation unit, 1 scientific committee. The Lead Partner carries out coordination, supervision and control functions of the entire process, promotes and consolidates the governance of the activities, supports the development of the territorial network, guarantees the connection with the Regional Authority with a view to complementarity and is responsible for the monitoring and evaluation system general administration and reporting. 4 qualified partners with proven experience in project coordination activities will assume the functions of Vast Area coordinators.


Functions: operational supervision of the reference territorial area, ensuring liaison with the lead partner for the implementation of the planned activities, for monitoring, data collection and evaluation. They will be responsible for animating the territorial network of local partners and supporters. They will be responsible for administrative and reporting management for direct management activities. The 20 local partner entities will guarantee maximum capillarity of interventions and direct relationships with vulnerable users. Among the main skills will be those of direct management of language courses, information, orientation and research activities for the figure of the peer supporter. They will also be involved in the data collection and monitoring process. A special unit called Analysis and Evaluation composed of expert researchers will have the task of setting up the entire monitoring and evaluation system and process and will be directly responsible for the systematization of the entire project. The Scientific Committee composed of expert Italian L2 teachers will have the task of setting up the didactic and methodological coordination of all types of linguistic and civic training courses planned and aimed at vulnerable targets. He will be responsible for the systematization and creation of the final project publication. The operational methods of connection between all the subjects that make up the partnership will take place through specific moments of connection such as in-person meetings, Skype, compilation of monitoring sheets for the progress of the activities, meetings with the individual partners to send bimonthly questionnaires for monitoring . The partners collaborate with the Lead Partner in the process of designing, programming and implementing the project, helping to identify strategies for dealing with and overcoming any difficulties highlighted.
