FAMI 2014-2020: ALPHABETES AND LANGUAGES FOR CITIZENSHIP: EXPERIMENTAL PATHS FOR INCLUSION OF FOREIGN CITIZENS

In conjunction with the programming and strategic development lines identified by the Tuscany Region on the subject of language training for foreign nationals, Oxfam Italia intends to promote the establishment of a regional territorial network with those who, by experience and competence, can contribute to the definition of a Joint proposal on the subject of civic language training in response to the alert Experimental services of civic language training - Objective 2- FAMI 2014-2015.


The general strategy is to propose a regional level project that promotes the networking of subjects and services aimed at third-country nationals for the provision of experimental language training courses complementary to the programming and offer promoted by the Region And the Provincial CPIAs present in our territory.


The main elements that will characterize the proposal are:


- involvement of vulnerable targets in order to promote their inclusion and active citizenship;


- capillarity of interventions to respond to specific training needs also in the territories that are usually "more obscured" from the point of view of the training offer;


- experimenting with innovative pathways for linguistic training of vulnerable target groups through the development of participative teaching methodologies;


- strengthening the territorial network with a regional dimension capable of promoting synergies between the skills and resources of the private social sector present in our territory;


- systematization of an innovative and experimental language training model for vulnerable target groups


 


Description of Project Activities


The project proposes a systemic action by adopting an innovative methodology that can network territorial realities and different subjects of private social in a logic of complementarity and integration with respect to public programming (Region and CPIA) for language training for foreign citizens. Three pillars on which the design proposal will be articulated:


-Accessibility is intended both to promote greater communication and dissemination of language training opportunities and to exchange and share experiences, projects, events and educational materials among the various actors.


-Inclusion. Given the changes in the migratory scenario, it is evident that a linguistic training offer for "vulnerable" and / or specific publics such as illiterates or people with various discomforts is evident.


-Make a Net. The territorial framework on language training appears fragmented -albeit rich and articulated- sometimes characterized by distrust, fear and small conflicts among different subjects operating on the same territory. Experience teaches that the goal of “bringing to system” the positive things that have been experienced con only materialize through a path realized by a set of actors, intelligences, motivation, interactions, and different competencies that are linked to each other.


The Project envisages a chain of 3 actions that intervene on multiple levels:


LINGUISTIC LEARNING LEVEL WITH EXPERIMENTAL APPROACH FOR VULNERABLE USE;


LEVEL OF SERVICES TO PROMOTE THE ACCESS OF URGENT USE;


LEVEL OF THE TERRITORY NETWORK AND INSTITUTIONAL FITTING;


Given the size and the regional impact of the project, the extensive and articulated composition of the network of partners involved and the peculiarity of the project's planned activity, it was necessary to develop an organizational model capable of guaranteeing the utmost control of all processes through the identification of specific roles and functions that each partner will take depending on the skills and experience acquired and possessed. The process of selecting partners and human resources was already under design at specific meetings where the criteria for assigning different roles and responsibilities were shared with the 24 subjects in the third sector. The project organization chart includes 1 leader, 4 broad area coordinators, 20 local partners and 20 supporters, 1 unit of analysis and evaluation, 1 scientific committee. The lead applicant carries out the coordination, supervision and control of the whole process, promotes and consolidates the governance of the activities, supports the development of the territorial network, guarantees the link with the Region for the sake of complementarity, is responsible for the monitoring system, the general administration and reporting. 4 Qualified Partners with proven experience in project coordination activities will assume the functions of Wide Area Coordinators. Functions: Operational control of the territorial area of reference, ensuring the link with the leader for the implementation of the planned activities, for monitoring, data collection and evaluation. They will be responsible for animating the territorial network of local partners and supporters. They will be responsible for administrative management and reporting for direct management activities. The 20 local partners will guarantee maximum capillary intervention and direct contact with vulnerable users. Among the main competence there will be the direct management of language courses, information activities, orientation and research for peer supporters. They will also be involved in the data collection and monitoring process. A dedicated unit called “ Analysis and evaluation” composed of experienced researchers will have the task of setting up the entire system and monitoring the evaluation process, and will be responsible for systematization of the entire project. The Scientific Committee composed of experienced Italian L2 teachers will have the task of setting up the teaching and methodological coordination of all types of language and civic training courses envisaged and targeting vulnerable targets. He will be responsible for the systematization and implementation of the final project publication. The operational modalities of linking all the partners that make up the partnership will come through specific moments of connection as presence meetings, skype compilation of monitoring cards for the progress of activities, meetings with individual partners for sending bi-monthly questionnaires for monitoring . Partners collaborate with the Lead Partner in the process of designing, scheduling and implementing the project, helping to identify the strategies for dealing with and overcoming any difficulties highlighted.
